Konkurrenz statt Kooperation: Die Entstehung 'Geteilter Zivilgesellschaften' im postsozialistischen Europa

Abstract

Das idealtypische Konzept der Zivilgesellschaft beinhaltet die grundlegende Idee von Unabgeschlossenheit und Nicht-Institutionalisierung zivilgesellschaftlichen Handelns. Im Kontext der externen Demokratieförderung in post-sozialistischen Ländern Osteuropas und Zentralasiens lassen sich jedoch zunehmend zivilgesellschafte Schließungsprozesse beobachten. Der Beitrag analysiert inwiefern Zivilgesellschaft zu sozialer Schließung beitragen kann, um welche Schließungsprozesse es sich handelt, und wie diese Schließung mit der ‚westlichen‘ externen Demokratieförderung im Zusammenhang steht. Die Argumentation basiert auf einer eigenen umfangreichen Datenerhebung und -analyse zur externen Demokratieförderung in der Ukraine.
