Globale und lokale Akteure in der Transformation von Schule und Unterricht

Abstract

Die Regierung der Schule verändert sich im Zuge der globalen Verbreitung ökonomischer Steuerungsmodelle und ihrer Implementation in unterschiedlichen lokalen Kontexten fundamental. Eine zentrale Rolle spielen dabei global agierende Beratungsunternehmen wie McKinsey & Company. Schulen sollen wie Unternehmen im Wettbewerb mit anderen Anbietern von Bildungsleistungen geführt werden. Die Regierung der Schule wird zu deren Selbstregierung auf dem Bildungsmarkt. Ökonomisches Regieren dieser Art soll sich durch Sparsamkeit, Effizienz und Effektivität in der Erbringung von Dienstleistungen auszeichnen. Der Beitrag setzt sich mit der Diskrepanz zwischen Zielsetzung und Zielverwirklichung und den unerwünschten Effekten dieses neuen Steuerungsmodells auseinander, zu denen insbesondere gehört, dass sich die Schule nicht selbst regiert, sondern zum Spielball eines Geflechts von globalen und lokalen Akteuren  wird, die jeweils eigene Interessen verfolgen und zusammen einen bildungsindustriellen Komplex bilden, in dem Reformeifer, Forschung, Beratung, Wohltätigkeit und Profitmaximierung eine höchst wirkmächtige Allianz eingehen.
