Simulation der gesellschaftlichen Folgen einer potenziellen nuklearen Katastrophe

Abstract

Die globale Debatte über CO₂-neutrale Energiequellen hat in Deutschland die Diskussion über einen möglichen Wiedereinstieg in die Atomenergie neu entfacht. Dabei werden die potenziellen Folgen nuklearer Katastrophen oft unterschätzt. Mithilfe des Mikrosimulationsmodells MikroSim untersucht die vorliegende Studie die gesellschaftlichen und wirtschaftlichen Konsequenzen eines hypothetischen schweren Reaktorunfalls im Kernkraftwerk Neckarwestheim II. Dabei wird eine großflächige, langfristige Evakuierung aller Personen innerhalb eines Radius von 100 km um den Unfallort simuliert. Die Ergebnisse zeigen, dass über 10 % der deutschen Bevölkerung evakuiert werden müssten. Die räumliche Umverteilung folgt dabei den Wanderungsgesetzen nach Ravenstein: Evakuierte bevorzugen kurze Migrationsdistanzen und bevölkerungsreichere Regionen nehmen überproportional viele Personen auf. In einigen Regionen würde dies zu einer Verdopplung der Einwohnerzahl führen. Hinsichtlich der Arbeitsmarktfolgen zeigt die Simulation, dass 3,4 Millionen Personen ihren Arbeitsplatz verlieren. Bis zum Simulationshorizont 2040 gelingt etwa 84 % der betroffenen Personen die Wiedereingliederung in den Arbeitsmarkt. Die Ergebnisse verdeutlichen die sozialen und wirtschaftlichen Folgen einer derartigen nuklearen Katastrophe in einem dicht besiedelten und ökonomisch aktiven Gebiet.
