Ambivalences of the options for action available to committed citizens in the energy transition. Local perspectives on urban and rural areas

In light of the climate crisis, a key goal of many countries is to reduce high CO2 emissions. The energy transition is an essential component in achieving this goal. The German federal government's coalition agreement furthermore states the goal of making citizens co-creators of the energy transition. On this basis, this article examines the available options to citizens to participate in the energy transition and how these relate to their capacity to act. To answer this question, Bruno Latour's relational approach is followed, with particular reference to his thoughts on capacity to act. Building on this, we use the situation analysis developed by Adele Clarke et al. to discuss the options for action and agency that can be found in urban and rural regions. Finally, we discuss the ambivalences of the options for action and agency of citizens in different situations in relation to relevant laws.
