Politische Soziologie und europäische Integration

Abstract

Während sich Politik-, Rechts- und Wirtschaftswissenschaften bereits seit Jahrzehnten eingehend mit dem Zusammenwachsen Europas befasst haben, hielt sich die Soziologie lange Zeit zurück. Wie ein Blick auf einschlägige Zeitschriftenartikel und Herausgeberbände zeigt, hat sich dies zuletzt jedoch deutlich geändert. Die im Entstehen begriffene neue Europasoziologie weist allerdings eine Schlagseite auf, denn die überwiegende Mehrheit der Arbeiten untersucht gesellschaftliche Veränderungen und thematisiert politische Integrationsprozesse sowie deren Wirkung nur am Rande. Dies ist darauf zurückzuführen, dass man es auf eine Arbeitsteilung mit der Politikwissenschaft anlegt, bei der die Soziologie die Integration der (vormaligen) Nationalgesellschaften zu bearbeiten hat und die politische Europäisierung der politologischen Integrationsforschung überlassen wird. Gegen diese freiwillige Selbstbeschränkung der Soziologie auf das Gesellschaftliche wird hier die Ansicht vertreten, dass die politische Soziologie einen Beitrag zur Europaforschung leisten kann, der sich über seine Beobachtungsposition und seine theoretischen Anschlüsse klar von politikwissenschaftlichen Ansätzen abhebt.  

For a long time German sociologist had neglected the study of European Integration processes. Recently, however, this has changed. A growing number of sociological articles and edited books deal with European integration. Despite the variety of approaches and topics dealt with this new German sociology of European integration is biased: Most of it addresses societal processes of European integration without systematically including political integration. It seems as if sociologist and political scientist agreed to separate their competencies with sociology analysing societies and political science analysing politics. The present article argues against this division of labour and sketches the research program of a political sociology of European integration. Political sociology is distinct from political science in two respects. First, it observes political processes from a greater epistemological distance and, second, it links the investigation of politics to general sociological theory.
